Glad you watched this great movie (For me, great till Sofi dies! Not the reincarnation parts!)
I think the idea of reincarnation in this movie is not necessarily about being good or evil! At least there is no mention inside...
So I think that they are scanning famous people irises  to find if there is any reincarnation happening out there, and, help the good ones to grow or prevent the evil ones to cause disasters in the future. Like if Hitler has been reincarnated they could prevent that evil spirit from starting another WW, right? Or if a genius like Abraham Lincoln, or you may say Albert Einstein has been reincarnated they could help him grow in a  perfect condition which he can help science even further!]]></description>
