Hotel Charlie Echo was mentioned in the beginning of the movie when Noah was being interrogated. After it’s realized that he is a cop he told his brother who was interrogating him that the under cover unit at the police precinct had a secret code phrase to identify it’s own undercover officers which was “Hotel Charlie Echo.”

I liked this movie. I want to watch it again with subtitles so I can hear everything that is said. The part I don't get is the piece of paper with the words HOTEL, TANGO and FOXTROT, or something like that. They showed it a few times and I never figured out what it meant. That said, I find the movie very relevant to our current situation with militia types running through the streets and carrying assault weapons into state capitols. (And yelling Heil Hitler?) I live in Central California and it's a pretty conservative area. Some of the guys I worked with (in a factory) were from the South and still had redneck attitudes. Some of them actually belonged to the Klan and weren't afraid to admit it. Until 10 years ago, we still had cross burnings in the area. I always wonder what makes these guys tick. I suppose being part of a group gives them something...just a strange group to end up in.

It's not just a "Painted" picture of our police force. It's a dose of reality made into cinema.... cops don't like being out gunned or outwitted by people with guns who aren't also cops. They feel threatened by people who can do what they do, with the things that they use, if it's not one of their own, BOTTOM LINE! And being a protected member of Law Enforcement, helps them to execute whoever or whatever it is, that can challenge them militantly. Granted not all cops are the same. We do have good and honest cops who are truly concerned with the safety and protection of the people..
But let's face it. There aren't many of those. Most humans with Authority, and power, eventually become Egomaniacs! This movie is a perfect example of human nature today.

About the russion roulette thing... I think Gannon did fake it. He is an interrogation master after all, so he knows how to get into someones head, and how to make people pay attention to different things and distract them, like with that story, that also might be just completely made up, in order to achieve just that, and also to make that weird looking long hair dude believe, that he really would not mind dying here. Also it is very dark, so we don't actually see Gannon put bullets in that revolver, apart from the first one. I rewatched the relevant scenes a couple of times, and you really can't say, if he puts something in that chamber. And if you remember, he fired his gun for pretty much no reason, which is why he has an empty bullet, to play fake roulette with.

You should pay more attention to both the movies you watch and politics, "AOC lover". They said Noah was a cop about five minutes into the film, when they discuss him being a UC and having a bail-out phrase.
